If You Get A Parking Ticket In This Town, This Is The Judge Want At The Hearing

No one would ever guess that Providence, Rhode Island is known for its legal scene. However, it is the home town of the Municipal Court of Chief Judge Frank Caprio.  The videos of Judge Caprio’s courtroom have become a viral hit on Facebook for a good reason.  At 80 years old, Judge Caprio works his courtroom with humor, compassion, love, and generosity.

The video starts with Judge Caprio stating “The ticket was issued at 9:59.” Given the circumstances, the ticketed defendant can barely get a word in.

The judge continues, “9:59 and 58 seconds. And you can’t park there until 10 O’Clock. And you violated the city ordinances.” Lifting a very large book with his left hand, Judge Caprio continues, “these are the city ordinances, Inspector Quinn, that she violated”.

Standing next to the bench, Inspector Quinn interjects “that point 2 will get you every time Judge!”.

In a short scene from the AP interview, Judge Caprio expands on his views: “People are so accustomed and conditioned to the institutions of government coming down hard on them without regard for any personal situations. You know life is difficult at best”.

“I’m particularly sensitive when youngsters come into the courtroom because I think that the conduct of a jurist in the presence of youngsters can shape their thinking in a way that may affect their future. Particularly their attitude towards the institutions of government.”

“And I think I should take into consideration whether someone is sick or whether their mother died or if they have kids who are starving. All those real life situations, you know, are so important to me.”
